Gateway’s proposal of $70 million casino approved by Delta City Council

Gateway Casinos and Entertainment Ltd. received approval from the Delta City Council for realization of Cascades Casino Delta development, worth $70 million. The portion of the property which is situated at 6005 Highway 17A will be rezoned for the casino development. The approval from the council came after 30th July and final public reading. As per the official press release: Construction is expected to begin from fall this year. Gateway is Canada’s largest casino and entertainment company and has received the permission from British Columbia Lottery Corporation (BCLC). Approvals and Informational Meetings It was in the month of September last year that Gateway got initial approval from BCLC for relocating the Newton Community Gaming Center in Surrey to a new entertainment and gaming complex at Delta Town and Country Inn, which is situated at northwest intersection of Highways 99 and 17A. After this, in early November 2017, the company officially filed an application to the Municipality of Delta, British Columbia. Ever since, innumerable public information meetings have been held by both City of Delta and Gateway Casinos for getting feedback on the proposal from the company. Public consultations were held in November and December 2017 and January and February 2018. The Cascades brand is already established successfully in Langley, Kamloops and Penticton, BC and it will also be seen at the new Delta property. Planned use of space The total available space for the project is 10.8 acres. Out of this, 9 acres are being used for parking lots and for the building construction for the development work. The remaining 1.8 acres of land will be left as green space. At build-out this 200,000 square foot facility will cost about $70 million and offer almost 700 new hospitality jobs to job seekers. Once completed, the Cascades Casino Delta will have a premium hotel with 124 guest rooms, event and meeting space and three signature restaurants of the operator, namely The Buffet, Atlas Steak + Fish and Match Eatery & Public House. There is also a live entertainment and gaming floor with 24 table games and 500 slots on offer. The actual content of the gaming area will be decided by BCLC. Tony Santo, the Chief Executive Officer for Gateway, thanked the Delta Council and Mayor Jackson for considering the project and approving the same. The final approval came as a big step in bringing the new Cascades Casino Delta. The CEO also thanked the Delta community for showing their support for the project as it will bring revenue to the area and open up many job opportunities. Ever expanding operations Gateway is one of the most diversified and largest gaming entertainment companies in Canada and has 11 gaming properties in Delta. In the month of July, the company signed a 23-year Casino Operating and Services Agreement (COSA) with Ontario Lottery and Gaming Corp (OLG) for acquiring assets of OLG’s Central Gaming Bundle. These are reasons why this deal seemed to be so lucrative, not to be missed by any chance. Last week, the proposal gained final approval in 4-2 vote. Objection put up by Mayor Brodie As mentioned already, the new casino complex and gaming venue will be situated right outside of Vancouver in Delta. The gaming floor in the venue is expected to sit over an expansive 42,227 square foot of land. There will be 124 hotel suites in the complex, which will be in the form of modern 5-storey tower. The estimated cost of the total project is ascertained at around $70 million. Though the plan and proposal looks really attractive, there is a challenge in the project, which has to be overcome before the final green signal is given from the provincial government. The challenge is being offered by Richmond Mayor Malcolm Brodie. He is strongly against the project and the main reason he sites for the same is ‘terrible’ location of the complex. Richmond is not very far from Delta and has the popular River Rock Resort, which is one of the largest and most popular casino complexes in the region and the whole province. Brodie opines that opening of a new casino complex and gaming venue will take away revenues from the existing local gaming venue. Along with this, there is another concern about which the mayor has voiced his concern. There is lack of transportation infrastructure in Delta area where the new casino complex is being set to be constructed. Raising the transportation concerns Brodie elaborated on his view to CBC News that the location of the new proposed casino complex is mainly a ‘car-oriented’ spot. There are actually no real public transportation facilities there. Also, the Mayor opines that chances of development around the facility are practically zero as it is located on an agricultural land. Along with his concern about the lack of transportation infrastructure, he also thinks that the buildup of the casino complex would impact the farmland in the area negatively. The combat is there as Brodie will not in any way back down during the construction process of the new casino complex. A notice of objection has already been filed by him with the British Columbia Lotteries Corporation. This body plays a pivotal role in regulating the provincial gambling industry in the area. Final approval has to be got from this authoritative body before the construction work for the project can begin. Previously, Brodie suggested that the location of the new casino complex could be towards the north of Vancouver as that would be a better spot for the gaming venue. He hopes that there will be considerations on the location seriously or a dispute resolution process will follow before the final decision is taken on the project’s location. However, if the project is signed off by the Corporation, the developers will definitely break ground towards year end as preparation for grand opening in 2020.
